Often, the device is connected but Windows hasn't given it a letter (like E: or F:), so it's invisible in File Explorer.
If you see VID_14CD PID_1212 , you almost certainly have an external optical drive (CD/DVD burner) connected to your computer, or a USB adapter that connects an old internal hard drive or laptop DVD drive to a USB port.
